It means a parent responds to failure or poor choices with curiosity and support rather than shame. This sanctuary is not permissive—boundaries still exist—but they exist within a context of fundamental safety and belonging. When teenagers know their family will receive them fully, including their mistakes and struggles, they're more likely to confide in parents, seek guidance, and maintain connection. This sanctuary then becomes internalized; the teen develops an inner sense of being fundamentally acceptable, which carries them through peer rejection, academic setbacks, and identity confusion with greater resilience and self-compassion.
