Universal basic income

Universal basic income is an unconditional cash payment to every citizen, proposed as either a replacement for existing welfare bureaucracies or an addition to them, testing the hypothesis that direct financial security enables better choices than means-tested programs that consume resources proving neediness. The real question beneath policy debates is whether people reliably use freedom poorly enough to justify the surveillance and control required by alternatives.
