When your team's language dynamics are affecting who gets heard

My startup team is trying to build our company culture and half of us are native English speakers and half aren't, and when we have meetings the conversation dynamics completely shift depending on who's talking, but we've never directly addressed how language is shaping who gets heard and who doesn't. I keep noticing that some of our best ideas come from people who speak less in meetings, but I don't know how to bring this up without making it weird.
