How community projects can become exclusive without anyone deciding to exclude

Our neighborhood decided to start a community garden last spring and it was beautiful at first but now there are unspoken rules about who belongs and whose vegetables matter and I can see it becoming exactly the kind of exclusive thing we said we didn't want. Some of the original families have stopped coming and the people who are left act like that's fine.

More people experience this than they realize.
