How do I cope when the culture undermines my work?
You build strong programs, and then you watch the culture quietly undo them, until you start to wonder whether real development is even possible where you are. That frustration is not you failing. It is the honest pain of pouring good work into ground that will not hold it. Here is the hard truth and the freeing one: you can build the program, but you cannot single-handedly change a culture that does not want to change. That is not on you. What you can do is aim your energy where it actually lands. Find the leaders and teams who do want to grow, and pour into them. A few people truly developed is worth more than a grand program the culture swallows whole. Get clear-eyed, too, about whether this place will ever value what you do. Sometimes the right move is to keep planting seeds patiently; sometimes it is to take your skill somewhere the soil is better. Neither is quitting on your craft. Both are protecting it. Decide honestly which one you are in, and stop measuring yourself by a culture that was never going to let you win.
