How do I tell fast if a call is actually urgent?

You tell yourself the problem is speed. It is not. You have decided every call deserves the same weight, so you weigh them all equally, and equal weight on unequal things takes forever to sort. The call is not actually unclear. What is unclear is your fear of being wrong in front of someone. You are waiting to feel sure. You will not feel sure. Few decisions arrive with a label reading 'urgent' or 'can wait.' You attach the label. That is your job, not the call's. Strip away the excuse that you need more information. Most of the time you already have enough. What you lack is a rule for yourself — a line you have drawn in advance, so you are not inventing judgment fresh each time the phone rings.

You are not slow because you lack information — you are slow because you want certainty before you act. Certainty will not come. Ask one question: what breaks if I wait an hour? If nothing breaks, it was never urgent. Decide, then move.
