We can investigate now, but the risk still terrifies us

You have the sources. You have the documents. You have a team that knows how to do this work. And still you sit at the door, because the subject is powerful and the law does not always protect the honest. This is not cowardice. It is your mind doing what minds do — treating an imagined future as though it were already real, and real danger. But you have not been sued. You have not been silenced. You are afraid of a thing that has not happened, and you are letting that fear do the deciding instead of your judgment. The subject's power is not within your control. The law's uncertainty is not within your control. What is within your control: the next verification, the next call, the next page reviewed by counsel. Do that. The fear will still be present. Act anyway.
