Ask instead what you are willing to require, and what you are willing to protect — your own time, and your team's, from someone who takes without returning it.
You are not failing because you lack a method. You keep treating a choice as a mystery. The underperformer is choosing less than full effort. The exhausted one is choosing to keep working past their limit. Name the choice. Address that, not the feeling behind it.
