Why do our inventory counts still not match?

You know the mechanics now — receiving, counting, entering the numbers. That was never the hard part. The hard part is why the same shelf gives a different number every time, even after you've done this a hundred times. This is not a skill you are missing. It is a system your team has not agreed on.
