My counterpart in the neighboring county and I have been quietly coordinating our responses to state mandates that we both think are poorly designed, and we've gotten really good at finding workarounds that technically comply while protecting our communities. The problem is we're basically running shadow policy and if this ever comes to light it could destroy both our careers, but the alternative feels like abandoning people who depend on our services.
