When a cohort witnesses problems but struggles with collective action

Our engineering cohort started with eight people and now we're down to five and the three who left all cited the same manager but HR says there's no pattern and the rest of us just keep our heads down and do the work. I know we're all thinking the same thing but somehow we've never actually talked about it as a group and I'm wondering if our silence makes us complicit.
