When leadership teams don't live their stated values

Our executive team spent six months developing new company values and we rolled them out with great fanfare but in our private meetings we make decisions that completely contradict what we just asked everyone else to embrace. I don't know if we're hypocrites or if we just never really agreed on what those values meant.
