When leadership teams' actions contradict their stated values

Our leadership team has this pattern where we spend meetings talking about culture and values but then make budget and hiring decisions that completely contradict what we just said we cared about. I don't think anyone is being intentionally hypocritical but there's this disconnect between our stated priorities and our actual choices that I can't ignore anymore.
