I am a CERT coordinator and I train community volunteers for disasters but most of them are retired white people from affluent neighborhoods while the communities that get hit hardest never show up to training and I cannot figure out how to bridge this gap.
More people experience this than they realize.
The people most able to prepare for disasters are least likely to experience them, while those most at risk remain unreached by your efforts.
