I am a CERT coordinator and I train community volunteers for disasters but most of them are retired white people from affluent neighborhoods while the communities that get hit hardest never show up to training and I cannot figure out how to bridge this gap.
More people experience this than they realize.
The people who show up to prepare for disasters are the least likely to face them, while those most at risk never come.
