I am an emergency planner and I spend my time creating evacuation routes and shelter plans for a city where thirty percent of people do not have cars and most of our shelters are not wheelchair accessible but no one wants to fund real accessibility so I am planning to fail the people who need help most.
More people experience this than they realize.
Your emergency plans leave out the people who'd need help most, and no one will pay to fix it.
