When I can build a budget but not read what it means

I can put together a budget that adds up and looks tidy. But when the conversation turns to what the numbers actually mean for the business, or what we should do about them, I go quiet. Someone asked me why a line moved and what it signals, and I had the figure but not the story. Real planning and analysis still eludes me.
