I can follow each student's plan, the extra time, the seating, the modified work. But I've got a room full of other kids at the same time, and some days I'm running six different plans while still trying to teach the actual lesson. By the last period I feel like I've failed everyone a little.
More people experience this than they realize.
You can meet each student's plan, but doing it while teaching everyone else overwhelms you.
