When rationing care wears on you no matter what

I approved one program today and had to cut another, knowing both serve people who genuinely need them. I've learned to hold both truths at once, the mission of care and the hard limit of the budget. But the moral strain of deciding who gets less never really eases, no matter how many times I do it.
