When you are adapting but never sure when to speak up or stay quiet

I've settled in enough to get by here. But I still can't read the room when it counts. Do I speak up in this meeting or wait. Is that a real invitation to disagree or a test. I hang back when I should have jumped in, then jump in when I should have stayed quiet, and I'm always a half-beat off.
