When you can cut the clips but can't make it flow

I can line up the clips in order and technically it's an edit. But it just sits there, flat, one shot after another with no life to it. Making it actually flow, so it carries you along without you noticing the cuts, is the part that keeps slipping through my fingers no matter how long I stare at it.
