When you can do the marketing but customers come in bursts

I can put out marketing now, run the posts, send the emails, get something out the door every week. What I still can't crack is standing out in all the noise and bringing in customers steadily instead of in random little bursts. Some weeks the phone rings and some weeks it's dead silent, and I can't figure out what makes the difference.
