When you can read the code but cannot write it from scratch

I can open someone else's program and follow the logic just fine. But sitting in front of a blank screen, told to build the control from nothing, my mind goes empty. All the rungs and timers I understood on paper feel impossible when it is mine to write.

More people experience this than they realize.

What we've seen

You can read the code, but building the logic from scratch overwhelms you.
