When you have the facts but can't write the story

I've got my notes, my quotes, all the facts lined up. But when I sit down to actually write the story, it comes out flat and tangled, and I can't find the thread that makes someone want to keep reading. My editor hands it back with half of it crossed out, and I stare at the same facts wondering how they turn into a story.
