The whole county is waiting on my recommendation, and the numbers I have are half-formed and already out of date. People at the podium want a clean yes or no, and all I have is my best guess about thousands of lives. I have to decide anyway, knowing I could be wrong and that everyone wants a certainty I simply don't have.
