When your new process either gets ignored or becomes red tape

I built a clean process, wrote it all down, and felt proud. A month later half the team had quietly gone back to their old way, and the other half complained it was too much red tape. I keep landing in the same trap: either nobody follows it, or it becomes a form-filling monster. Getting something to actually stick without strangling people is the part I can't crack.
