When your staff and your bosses are both furious with you

My nurses come to me every shift, exhausted and begging for more hands on the floor. Then I sit in the budget meeting where administration tells me to cut, not add. I'm wedged between them, unable to give either side what they need, and both walk away angry at me like it's mine to fix alone.
