When colleagues disagree on what fairness means in organizational design

My colleague and I are designing a new promotion system for our department and we keep hitting this wall where what seems 'fair' to each of us is completely different - she thinks we should ignore current salary disparities to avoid perpetuating them, I think we have to account for people's existing financial obligations, and we realized we're basically arguing about what we'd want if we didn't know our own positions.
