When refugee advocates disagree on reforming versus circumventing international law

My policy partner and I work on refugee protection and we're struggling with whether to advocate for stronger international refugee law when we know states will just find new ways around their obligations or focus on pragmatic bilateral agreements that might help some people but accept that the international legal framework is essentially broken.

More people experience this than they realize.

What we've seen

Two advocates must choose between fixing a broken system and working around it to help people immediately.
