When communities split over how to respond to homelessness

Our neighborhood association is trying to respond to increasing homelessness and we're split between people who want to advocate for more services and housing, and people who want to focus on 'safety' and 'cleanliness' in ways that feel like criminalizing poverty. The meetings have gotten tense and I don't know how to bridge the gap between people who seem to have fundamentally different ideas about what community responsibility looks like.
