How to make community organizations truly representative

Our neighborhood association started with good intentions about community building, but it's become clear that the people who have time to show up to meetings and volunteer are mostly retired homeowners, and the decisions we're making don't reflect what working families or renters actually need. I want to change this but I don't know how to do it without alienating the people who've been carrying the organization.
