How union groups navigate solidarity action disagreements

Our union chapter voted to support a strike at another company in our industry, but when it came time to actually participate, only half of us showed up and now there's tension between people who went and people who couldn't or wouldn't. We're supposed to be building solidarity but instead we're questioning each other's commitment and making assumptions about people's situations.
