When diversity committees can't align on root causes of workplace inequity

Our workplace diversity committee has people from different racial backgrounds and we keep getting stuck because the white members want to focus on policies and training while the rest of us are saying those approaches haven't moved the needle on actual representation or retention. We're supposed to present recommendations next month but we can't even agree on what the real problems are.
