When teams know their strengths but can't seem to use them effectively

Our leadership team went through a strengths assessment and team building process six months ago and everyone was energized about leveraging our unique talents, but in practice we keep defaulting to our old patterns where the same three people do most of the creative work and the rest of us just execute. The irony is that we now have this vocabulary about everyone's strengths but somehow that's made it even more obvious how we're not actually using them, and nobody wants to be the one to call it out.
