How to handle unequal participation in community projects

My neighbor and I started a community garden project that other people in the neighborhood got excited about, but now it's turned into this thing where a few of us are doing all the work and everyone else just enjoys the benefits. We don't want to be resentful but we also don't know how to address it without seeming petty or controlling.

More people experience this than they realize.

What we've seen

Shared idealism is colliding with the reality of who actually shows up to do the work.
