When community organizing groups fracture over strategy

My neighbors and I have been organizing around a local issue for months and we had some real momentum, but now we're stuck in endless meetings where nothing gets decided because we all have different ideas about tactics. Some people want to work within the system and others think that's pointless, and I can feel the group starting to fall apart just when we need to be strong.
