Our neighborhood group started a community garden three years ago and it was supposed to bring everyone together but now there are these unspoken hierarchies about who gets to make decisions and some families have basically stopped participating. We're all still polite at the monthly meetings but you can feel the tension and nobody wants to be the one to address it directly.
