How community groups handle unequal participation and shared responsibility

Our neighborhood group started meeting monthly about local issues but it's turned into the same three people doing all the work while everyone else just complains on the group chat. I'm one of the people doing the work and I'm getting resentful but I also don't want to just walk away from problems that affect all of us.

More people experience this than they realize.

What we've seen

A collective formed around shared concerns but never established how to distribute labor fairly, creating resentment that threatens the group's purpose.
