When community environmental projects start failing and no one wants to say it

Our neighborhood group started this ambitious project to transform vacant lots into community gardens and carbon sinks but now half the people have quietly dropped out and the rest of us are burning out trying to keep it alive while also dealing with city bureaucracy and the fact that we all have completely different ideas about what success looks like. We're about to lose the grants and I don't know if we should let it die or double down.
