When neighborhood conflicts create divisions among the people trying to resolve them

Our neighborhood has been dealing with a situation where one household plays loud music late at night and several of us are frustrated, but every time someone tries to address it individually it doesn't work and now we're all complaining to each other instead of figuring out what to do together. Some people want to involve the landlord or authorities and others think we should try talking to them as a group first.

More people experience this than they realize.

What we've seen

Individual approaches have failed and now the community is fracturing over how to address a shared problem.
