When community members clash over rules versus informal agreements

Our neighborhood has this ongoing thing where some people think we need more rules and enforcement about noise, dogs, parking, all of it, and others of us think the informal way we've always worked things out is fine. It's turning every community meeting into this weird battle and it's making people avoid each other on the street.

More people experience this than they realize.

What we've seen

A group of people who share space are discovering that they have fundamentally different beliefs about how humans should organize themselves, and the conflict is eroding the very community they're trying to protect.
