How to handle unequal participation in community projects

Our small neighborhood group started a community garden three years ago with so much excitement, but now it's mostly just me and two other people doing all the work while everyone else enjoys the benefits. We're getting resentful but we don't know how to address it without seeming petty or destroying the whole project.
