Do I serve the company or protect my people when they clash?
You say you're caught between the company and its people. Most days, you aren't. You're caught between doing something uncomfortable and doing something easy that you've dressed up as loyalty. A real conflict is rare. It looks like this: the company needs something, a person will be genuinely harmed by it, and both things are true at once. Not "might be upset." Harmed. Most of what you call conflict is just you avoiding a hard conversation. Your job here isn't to find a rule that makes the tension go away forever. It won't. Your job is to see clearly, decide, and carry the decision without hiding behind either side.
Most of the time, this isn't a real conflict — it's discomfort wearing a disguise. Name the exact harm to the company and the exact harm to the person, in plain sentences. If you can't, you have fear, not a dilemma. When the harms are real, choose the one that does more lasting damage. Then act.
