Why am I always the one who has to say no?

You know the regulation cold. That is not the problem. The problem is that knowing it made you convenient, and convenient became permanent, and now every hard case lands on your desk because the rest of the team never had to learn what you learned. This did not happen to you. It was built, meeting by meeting, by you answering when you could have pointed elsewhere, and by them asking you because asking you worked. A pattern held in place by cooperation is not fate. It can be rebuilt the same way it was built. Ask what is actually in your power here. You cannot make your teammates care about the rule as much as you do. You can stop being the only path to an answer. That is a choice, available today, not an ideal for someday.
