Why can't I find the story in footage that's a mess?

You can already build a sequence. Pacing, beats, structure — none of that is your problem. Your problem is deciding what the footage is about, before structure has anything to hold onto. This is not a gift you lack. It is a habit you have not built yet. You are watching raw footage the way you watch a finished film — waiting to be told what matters. Difficult footage will not tell you that. You must decide, and you have been avoiding the deciding.
