Why does nothing move through this bureaucracy?

You and your team feel it together: forms, approvals, silence. You send the request and wait. No one tells you it's stuck, or why, or with whom. You call this bureaucracy. It is really just a system no one mapped for you. The people who move through it fast are not smarter than you. They asked around. They found out which three people actually decide, and went to them directly instead of filing into a queue. The form is not the obstacle. It is the excuse people use not to talk to you. Your pod can fix this together. Each of you knows one piece of the machine the others don't. Share it. Map the real decision-makers. Then choose who approaches whom, and go.

A little teaching on how systems actually route decisions, but the real work is pushing people to act — to name names and make contact instead of waiting.

What’s really going on

You are not failing at this. You never learned the map — who decides, who approves, who can say yes. Stop working harder alone. Find the three people who control your next step, and ask each one directly what they need from you. That is the whole task.
