Technology has given everyone a voice and made it structurally difficult for any voice to be heard. The platforms that promised to democratize speech have also created conditions in which the loudest, angriest content rises while measured conversation sinks. Democracy requires more than participation — it requires the conditions for deliberation, and these are not guaranteed by connectivity.
