I have a contact list. Why doesn't it grow anything?

You and your pod have a list. Maybe it's long. Maybe it took real work to build. And still — nothing moves. That is not a mystery. A list is not a relationship. You cannot email a spreadsheet into friendship. Here is the honest diagnosis: you have been treating these names as an audience to broadcast to, when they are people who need to feel known.
