You want commitment and your partner won't give it

You want commitment — to build a real future together — and your partner keeps not giving it, deflecting the question, keeping you in limbo with reassurances that never become action. You are stuck waiting, hoping they will eventually commit, torn between your love for them and the growing fear that they never will.

What’s really going on

This limbo is painful, and I will be honest with you, because you deserve it. Their unwillingness is an answer, however unclear they keep it — someone who wanted to commit would, in time, do so, so the persistent not-doing, whatever their reassurances, is telling you something; you have been reading the ambiguity as an open question when it may be a closed one kept vague, for the truth of where someone stands shows more in sustained actions than soothing words. Do not spend your years waiting for a maybe — every season you wait is a season not spent finding someone who would commit, and your time is precious and finite, so see the true price of the waiting. And ask plainly, set your own limit, and be willing to act on it — press for a real answer rather than another deflection, decide how long you will wait and what you need, and be genuinely willing to leave if it is not met, for a limit you will not enforce is no limit at all. Take your life back from the endless maybe. How long have you been waiting?
